OdDgLineCodeResourceStrokeData::getCanBeScaledFlag Method
Returns the can-be-scaled flag of a stroke.
If true, the stroke can be scaled by the linetype scale. Otherwise the stroke bypasses the vertex and continues straight to the nearest point on the element.
